⚠️ Actualización normativa (febrero 2026)

El impuesto sobre inversión extranjera inmobiliaria se duplicó con la entrada en vigor de la Llei de continuïtat i consolidació de les mesures per al creixement sostenible (“Llei Òmnibus II”), el 13 de febrero de 2026. Los tipos vigentes son superiores a los que aplicaban anteriormente.

Impuesto a la inversión extranjera (Llei 3/2024, modificada por la Llei Òmnibus II)

Además del ITP (4%) o el IGI (4,5%), los extranjeros deben pagar un impuesto adicional sobre la inversión estrangera immobiliària (IEI):

Tipos vigentes desde el 13 de febrero de 2026. Antes de esa fecha eran del 3% y el 5% respectivamente. Consulte siempre la versión más reciente en el Legal Portal of Andorra, ya que esta normativa se ha modificado dos veces en menos de dos años.

Ejemplo con los tipos vigentes

Compra de una primera vivienda de 500.000 € por parte de un extranjero: ITP (4%) = 20.000 € + IEI (6%) = 30.000 €. Total: 50.000 € en impuestos, es decir, un 10% sobre el precio, frente al 4% que paga un comprador residente con más de 3 años de residencia efectiva.

Límites de compra (Llei per al Creixement Sostenible i el Dret a l’Habitatge)

Los inversores extranjeros solo pueden adquirir un máximo de 2 pisos o apartamentos (con hasta 3 plazas de parking y 3 trasteros cada uno), o 1 vivienda unifamiliar o parcela para construirla.

Prohibiciones: no se permite la compra para uso turístico o vacacional ni para reventa especulativa. La bonificación sobre el impuesto solo aplica si el inmueble se destina a alquiler a precio asequible durante un mínimo de 10 años; el alquiler a precio de mercado no da derecho a esta bonificación.

Exención de ITP para residentes

Los residentes en Andorra que compran su primera vivienda habitual pueden estar exentos del ITP hasta ciertos umbrales de precio, siempre que la destinen a residencia habitual y permanente y la mantengan un mínimo de años establecido por la normativa. Dado que estos umbrales y plazos pueden variar, conviene confirmarlos con un asesor fiscal o directamente en el Government of Andorra antes de planificar la compra.
